全球聯署 :要求港府交人權報告、呼籲聯合國審議香港狀況
Petition: HK Gov to submit human rights report, UN to review HK’s situation

《公民權利和政治權利國際公約》於1976年生效後,亦擴展至適用於香港。《公約》訂明各締約國均有責任採取一切適當措施,以保障人類基本的政治和公民權利。港府本應在2018年3月30日提交《公約》第四份報告,但至今未有提交,以此令到《公約》無法召開聆訊。

如果政府在今年9月28日前無法向聯合國提交報告,我們將會強烈呼籲聯合國人權事務委員會對香港啟動無報告下聆訊審議的程序,迫使港府在香港事態進一步惡化成人道災難之前,盡早正視一切倒退中的人權問題,尋求解決之道,煞止香港目前全面的人權倒退,有效保障香港的法治和其他公民和政治權利,回復以往基於普世價值的和平,光復香港。

The International Covenant on Civil and Political Rights was extended to Hong Kong after coming to effect in 1976, therefore Hong Kong has the responsibility to take all measures to ensure the protection of basic civil and political rights. The Hong Kong government (HKG) was obliged to submit the 4th report to ICCPR on March 30th 2018 but failed to do so until now, leading to the Human Rights Committee being unable to proceed to the hearing.

If the government fails to submit the report by 28 September, then the Civil Human Rights Front strongly recommends the United Nations Human Rights Committee conduct a hearing without the report being submitted, and force the HKG to face up to the reality that the human rights situation in Hong Kong has been in decline and is on the verge of a humanitarian crisis. The conditions should be faced head-on to ensure that Hong Kong’s rule of law and civil and political rights will continue to be enjoyed by everyone.
